Internet Around The World May Shut Down on 31.3.2012


Come Saturday and there is a strong possibility that you won't be able to indulge in your favourite internet activities like shopping and surfing due to a hacking group - Anonymous - which has threatened to shut down the net.

"Operation Global Blackout 2012 looks to shut down the internet for a whole day tomorrow (Saturday) by disabling its core DNS servers, making websites inaccessible," said Interpol's Secretary General, Ronald K. Noble.

Combined Medical Services Examination, 2012


The Union Public Service Commission (UPSC) will hold  the Combined Medical Services Examination, 2012 on 17th June, 2012.  The examination will be held at various Centers across the country.

Annual Interest Calculation 2011-12 in V2 SBCO Software

The Directorate had issued order to run the annual interest calculation  2009-10 in Sanchay Post  in view of the proposed implementation of CBS as given below vide SB Order No:17-2009 No:76-01/09-SB Dt: 08.12.2009. As referred above, under modified POSB Vol-1-  Rule: 73, it is mentioned that “73.(1)  Now all HPOs are working on SBLAN in system Software and the interest is calculated by the system software in computer. After completion of posting of transactions of 31st March of a particular year (including all SOs of 31st March LOTs), command for calculation of IBB, calculation interest and then interest posting should be given by the Postmaster [Supervisor].

Infosys, TCS, Sify ,Reliance bag Postal Department's technology projects

The Department of Post (DoP) has issued Letters of Intent (LoIs) to Infosys, TCS, Sify and Reliance Communications Infrastructure for different technology advancement projects.

"Department is trying to induct technology in a big way. There are eight RFPs (Request for Proposal) we have floated and issued Letter of Intent in five (projects) to companies which include Infosys, TCS, Sify and Reliance," Secretary (Posts) Manjula Parasher told reporters here.

Portability in Saving Bank Accounts

Damodaran Committee was set up by Reserve Bank of India (RBI) on May 26, 2010 to look into banking services rendered to retail and small customers. The Committee submitted its report to RBI on July 04, 2011. The Committee has recommended that customer should be allowed to maintain the same account number in a bank even when he/she moves to another city or shifts his account to another branch in the same city. RBI has taken action on the recommendations submitted by the Damodaran Committee and in October, 2011 advised Indian Banks’ Association (IBA) for implementation of the above recommendation.

General Provident Fund – FAQ

These are frequently asked questions on General Provident Fund applicable to employees joined in the government service prior to 1.1.2004. GPF is covered by General Provident Fund (CS) Rules, 1960 and Office memorandums issued by Government from time time.

[DDET 1. What is a GPF Advance ?]
GPF Advance is an interest free loan from your savings in General Provident Fund Account for specified reasons. You need to repay the same into your account in equated monthly installments. No interest shall be charged on the amount so taken as advance. However, you will not be paid any interest on GPF amount taken as advance. Such advances are covered under terms as per sub Rule (1) of Rule 12 of GPF (CS) RULES, 1960. [/DDET]

EXTRACTS FROM THE GPF (CS) RULES, 1960

Rule – 12: Advances from the fund
(1) The appropriate sanctioning authority may sanction the payment to any subscriber of an advance consisting of a sum of whole rupees and not exceeding in amount three months’ pay or half the amount standing to his credit in the Fund, whichever is less, for one or more of the following purposes.
(a) to pay expenses in connection with the illness, confinement or a disability, including where necessary, the traveling expenses of the subscriber and members of his family or any person actually dependent on him;

General Provident Fund (GPF) rules

A brief description of General Provident Fund (GPF) rules and conditions of central government employees are given below.
1: Applicability:
The GPF rules are applicable to those central Government employees who have been appointed on or before 31-12-2003.
2: Eligibility:
Temporary Government Servants after the service of one year, re-employed pensioners and permanent Government servant shall subscribe to GPF compulsory. Temporary Government servants may subscribe to GPF even before competition of one year’s service.

Definition of “Permanent Absorption” in PSU etc

The Department of Personnel and Training (DOPT) has decided to  introduce a new clause regarding “Permanent absorption” in the CCS (Leave) Rules vide Notification dated 28.03.2012.  As per the new amendment, the term ‘permanent absorption’ used in rule 39-D of CCS Leave Rules, shall mean the appointment of a Government servant in a Public Sector Undertaking or an Autonomous Body, for which he had applied through proper channel and resigns from the Government service to take up that appointment.

Wi–Fi internet Facility in Trains

Internet facility using Wi-Fi has been presently planned in three rakes of Howrah Rajdhani Express only, as a pilot project. It is a satellite based system using Wi-Fi for distribution of internet bandwidth in coaches and likely date for implementation of this system is September 25, 2012. The estimated implementation cost of the project is Rs. 6.30 crore.
This information was given by the Minister of State for Railways Shri K. H. Muniyappa in written reply to a question in Lok Sabha on 29.03.12.

1. After entering the details in SB >> ECS Debits & Credits form, the transactions are not reflected in LOT.

After entering the details in the COUNTER login, the transaction should be authorized by the Supervisor. Only after the transaction is authorized by the supervisor, it will be reflected in the LOT.

1.Whether Dies non, EXOL without MC etc will cause postponement of increment which was available earlier?

Ø As per the R. P. Rules 2008, the date of increment will be 1st July every year for all employees. If an employee has completed six months or more after his last increment in July, he is entitled for next annual increment. As such there is no effect for Dies non, EXOL without MC etc up to six months in one year starting from July to June next year.

Online Reservation of Concessional Tickets

All persons including physically handicapped persons can book full fare tickets on payment through the internet. However, booking of concessional tickets requiring verification of the requisite concession certificate and also retention of copies of the said certificate issued/signed by the competent authority at the railway counter as documentary evidence is not done through internet. Accordingly, the facility of e-ticketing has not been extended to such cases where the physical document is to be verified at the time of booking on concessional fare in case of disabled persons.

Corrupt officer can be punished even after retirement: Govt


The government on Wednesday said action against a corrupt government employee can be taken even after his retirement.
Disciplinary proceedings instituted against central government officials can be continued even after their retirement and "if found guilty of grave misconduct, cut in pension can also be imposed under relevant Pension Rules", Minister of State for Personnel, Public Grievances and Pensions V Narayanasamy told Lok Sabha in a written reply.

Shri K. Neelkanthan, ASP (CIC) o/o Chief PMG, Maharashtra Circle, Mumbai today (28/3/2012) met with Railway Accident at Byculla Railway Station Mumbai at 13.00 hours and expired in St. George Hospital Near CST Railway Station at 14.30 hours. 


May we pray to the almighty to give his soul rest in peace.

1.      What are all the conditions for claiming stepping up of Pay with juniors?
Ø  (i) Both senior and junior must be in the same cadre in identical pay scales and also in the same recruiting unit.
(ii) Posts to which they are promoted must also be identical and same.
(iii) At the time of promotion, senior must be getting equal or more pay than junior.
(iv) Anomaly should be direct result of application of FR 22 (c) or any pay fixation rules.

Management of Funds Under NPS

The investment of pension funds of Government employees, who are covered as subscribers to the New Pension System (NPS), was hitherto being made through a pooling arrangement whereby the funds of such employees were credited to a pool account (pending reconciliation of subscribers’ contribution details) from which such funds were allocated to pension fund managers for immediate investment in the best interest of the subscribers. These funds of the Government employees are being managed based on the investment Pattern prescribed by the Government.

Revision of Interest Rates for Small Savings Schemes with Effect from 1st April 2012


Based on the decisions taken by the Government on the recommendations of the Shyamala Gopinath Committee for Comprehensive Review of National Small Savings Fund (NSSF), the interest rates for small saving schemes are to be notified every financial year, before 1st April of that year.  Accordingly, the rate of interest on various small savings schemes for the financial year 2012-13 effective from 1.4.2012, on the basis of the interest compounding/payment built-in in the schemes, shall be as under:

Reimbursement for Hearing Aids enhanced under CGHS and Medical Attendance Rules


The Department of Health and family welfare has issued order to the effect that rates payable for purchase of hearing aids under CS(MA) Rules, 1944 and CGHS has been increased.  The procedure for purchase of hearing aids by eligible central government employees under CGHS and CS (MA) Rules, 1944 has also been revised.

LTC Air Travel restricted to Air India applies only to entitled employees


Readers may aware that Air Travel by LTC involves many conditions and among those 
Traveling by Air India Flight and booking of Air tickets only through Air India, and authorised agents such as Balmer & Lawrie and Ashoka Travels are very important conditions.
However, DOPT in it Office Memorandum No.31011/2/2006-Estt.(A) dated 11th March 2010 had clarified that restriction of travel by Air India only need not apply to non- entitled officials concerned who travel by air and claim LTC reimbursement by entitled class of rail.

Oxford to take Indian school toppers


Kharagpur,  March   24, 2012(IANS): The hallowed Oxford University has decided to allow the toppers of ISC and CBSE exams direct entry to its undergraduate courses from the academic session of 2013, a senior university official said.

The vice chancellor professor of Oxford, Andrew Hamilton in a press conference at IIT- Kharagpur Friday expressed his happiness over the decision to allow toppers of India to have their undergraduate courses in Oxford University.
