Constitution to be amended for SC/ST promotion quota


The UPA government will table in Parliament on August 22 a constitutional amendment bill to ensure reservation in promotions for SCs/STs in government jobs.  An all-party meeting will be held a day earlier to discuss the bill.

Minister of State in the Prime Minister’s Office, V Narayanswamy announced the government’s decision on Thursday, following adjournments in both Houses as members cutting across political parties demanded the reservation.


Govt to introduce bill for quota to SC/STs in promotions on August 22


NEW DELHI: After repeated adjournments in Rajya Sabha and turmoil in Lok Sabha, government on Thursday agreed to members' demand for bringing a Constitution amendment bill for reservation in promotion of SCs and STs in state jobs.

Minister of state for PMO V Narayansamy informed the Upper House that a bill will be brought in this regard on August 22 after an all-party meeting, which will discuss the issue on August 21.

"The Prime Minister will call a meeting of leaders of all political parties on 21st of this month to discuss the issue of SC/ST reservation. This has been the demand of the honourbale members. On August 22, the government will be able to bring the bill in the House," Narayanasamy said bringing the uproar over the issue to an end.

SC TO EXAMINE HIGH COURT’S POWERS UNDER ARTICLE 226


New Delhi, July 9, 2012(IANS): The Supreme Court said Monday it will examine whether a high court, in exercising its powers under Article 226 of the constitution, can direct a state government to compensate for damages caused to religious places during riots or natural calamities.

Central Scholarship for 9th/10th Students in SC Category

The government of India’s   Cabinet Committee on Economic affair has  approved a proposal of the Ministry of Social Justice and Empowerment, to introduce a new centrally sponsored scheme of Pre-Matric Scholarship Scheme for students belonging to Scheduled Castes studying in Classes IX & X, with effect from 01.07.2012. The Scheme is expected to benefit about 42 lakh SC students. In XII five year plan the expenditure on this Pre-Matric scholarship scheme would be Rs. 6,500 Cr., approximately.

PM calls all party meeting for SC/ST reservation in promotion

With quota politics hotting up, PrimeMinister Manmohan Singh has called an all-party meeting May 23 to discuss the way forward on giving reservations to the Scheduled Castes (SC) and the Scheduled Tribes (ST) in job promotions, an issue mired in controversy, sources said Friday.
The meeting comes in the wake of the recent Supreme Court ruling that quashed reservation benefits for the Scheduled Caste and Tribes employees in government job promotions given by the previous Bahujan Samaj Party (BSP) government in Uttar Pradesh headed by then chief minister Mayawati.

Representation of SC/STs in Central Ministries/ Departments

Scheduled Castes (SCs) get 15% reservation in case of direct recruitment on all India basis by open competition and 16.66% in case of direct recruitment on all India basis, otherwise, than by open competition. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, SCs get reservation generally in proportion to their population in the respective States/UTs.

Frequently Asked Questions on SC/ST/OBC Reservation Policy

The Department of Personnel and Training (DOPT) New Delhi has issued the comprehensive F.A.Q. (Frequently Asked Questions) on the Reservation Policy for Scheduled Castes, Scheduled Tribes and Other Backward Classes as follows :
Question 1. What is the policy of the Government on reservation for SCs, STs, and OBCs?

ANSWER : Reservation to the SCs, STs and OBCs in case of direct recruitment on all the India basis by open competition is given at the rate of 15% 7.5% and 27% respectively. In case of directrecruitment on all India basis otherwise than by open competition, reservation for SCs, STs and OBCs is 16.66% 7.5% and 25.84% respectively. In case of direct recruitment to Group C and D posts which normally attract candidates from a locality or a region, percentage of reservation for SCs/STs is generally fixed in proportion to the population of SCs and STs in the respective States/UTs. For OBCs it is fixed keeping in view the proportion of their population in the concerned State/UT and the fact that total reservation for SCs/STs/OBC is remains within the limit for 50% and reservation for OBCs remains within the limit of 27%.
