Respected Sir,
I am enclosing herewith copies of applications of following surplus IPs of Andhra Pradesh Circle belonging to 2007 batch working in Gujrat Circle since last 3 years and sought transfer under Rule 38 of P&T Manual Vol.IV to Andhra Pradesh Circle.
1. Shri A. Venkata Subbaiah, IP, RMS ‘W’ IV Sub-Division, Surat.
He has joined in IP cadre on 19/02/2009.
2. Shri K. Satya Narayana Rao, IP (PG), o/o SPOs, Godhra division.
He has joined in IP cadre on 03/03/2009.
3. Shri P. Raghuram, Assistant Manager, Mail Business Center, Ahmedabad.
He has joined in IP cadre on 09/03/2009.
The above named IPs have already applied for transfer and their applications are pending in Gujrat Circle for relief to Andhra Pradesh Circle where sufficient vacancies are available to accommodate these three IPs. Chief PMG, Andhra Pradesh Circle has already given his consent to Gujrat Circle. Sir, 17 candidates of Gujrat Circle who declared successful in the IPOs Examination 2011, are under training since 6th May 2012 at PTC Vadodara.
This Association would like to bring to your kind notice that, Directorate vide their memo No. 141-177/2009-SPB-II dated 14th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV. In the said memo it has stated that minimum service limit is 3 years for surplus qualified IPs and CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer sought for by the individual. It has also stated that, the Chief Postmasters General should take a considerate view in consultation with their counterpart while considering the request of IPs for transfer to their Home / nearby Circle under Rule 38.
In view of the above submissions, your kind honour is requested to look into the matter personally and arrange to issue the Inter-Circle transfer orders under Rule 38 of P&T Manual Vol. IV immediately.

I am enclosing herewith copy of application received from V. N. Kulkarni, IP, Lunawada Sub Division, Lunawada (Gujrat) belonging to 2007 batch working in Gujrat Circle since last 3 years and sought transfer under Rule 38 of P&T Manual Vol.IV to Maharashtra Circle.
The above named IP have already applied for Inter-Circle transfer under Rule 38 to CPMG, Gujrat Circle and copy endorsed to Maharashtra Circle. The applicant have already completed three years service limit for transfer. Sir, in Maharashtra Circle there is acute shortage of IPs. Except this IP, nobody from the entire country has applied for Inter-circle transfer to Maharashtra Circle.

I am enclosing herewith copies of applications received from Bindu B., IP, Belthangady Sub Division, Belthangady (Karnataka Circle) belonging to 2008 batch working in Karnatka Circle since last one year and sought transfer under Rule 38 of P&T Manual Vol.IV to Kerala Circle.
The above named IP have already applied for Inter-Circle transfer under Rule 38 to CPMG, Karnataka Circle and copy endorsed to Kerala Circle. The applicant has applied for Inter-Circle transfer on family ground. The applicant has declared surplus candidate in the IP examination held for the year 2008 and allotted to Karnataka Circle. She has joined as IP, Belthangady Sub Division under SK Region on 6/6/2011. Officials spouse is working in Kerala State Government (Economics and Statistics Department) at Sasthamcottah in Kollam (DT). Her two daughters are studying in 6th and 9th standard in a school at Kalayapuram, Kottarakkara in Kollam Dist (Kerala). Officials spouse is finding difficult in taking care of her children.
This Association would like to bring to your kind notice that, Directorate vide their memo No. 141-177/2009-SPB-II dated 14th December, 2010 has issued guidelines for Inter-Circle transfer of Inspectors of Posts under Rule 38 of P&T Manual Vol. IV. In the said memo it has stated that minimum service limit is 3 years for surplus qualified IPs. The lady IP would be eligible for such transfer without provision of minimum service in the grade. CPMG of the Circle where the IPs are working would be competent to permit such transfer in consultation with the CPMG of the Circle where the transfer sought for by the individual. It has also stated that, the Chief Postmasters General should take a considerate view in consultation with their counterpart while considering the request of IPs for transfer to their Home / nearby Circle under Rule 38. It is learnt that CPMG Karnataka has not considered the applicants application on the ground of shortage of IPs in the Circle.
This Association would like to further state that, according to Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) OM No. F.No. 28034/9/2009-Estt(A) dated 30/9/2009 Para No. 4(vii), the spouse working under Central Government should seek transfer to the placse of posting of State Government spouse. Besides this, Postal Directorate vide memo No. 34013/01/2009-DE/SPB-II dated 5/2/2010 has issued guidelines providing for transfer of lady Inspectors of Posts against Direct Recruit / Departmental examination vacancy based on her selection in the respective examination.
In view of the above submissions, your kind honour is requested to look into the matter personally and arrange to issue necessary instructions / directions to CPMG, Karnataka Circle to issue Inter-Circle transfer order of above named official on humanity ground immediately.

Odisha Circle working in West Bengal and Chhattisgarh Circles. But till this date neither Postal Directorate nor CPMsG, West Bengal and Chhattisgarh Circles have considered the issue for Inter-Circle transfer of IPs under Rule 38 of P&T Manual Vol. IV.
In view of the above submissions, your kind honour is requested to arrange to issue necessary instructions at Directorate level to CPMsG, West Bengal and Chhattisgarh Circles to issue Inter-Circle transfer order of above named Inspectors Posts at the earliest.
