Irregular staff arrangement in Bhubaneswar GPO in the absence of up-to-date Memo of Distribution of Work

Sub:-    Irregular staff arrangement in Bhubaneswar GPO in the absence of up-to-date Memo of Distribution of Work

In view of introduction of premium products, other new products and service and technology driven initiatives of the Department, the  staff members  are now being  entrusted  with additional duties and responsibilities to which we have no contradiction since we all have to perform these works for the betterment of the Department.


While the duties and responsibilities of Postal Assistant are stipulated in various Postal Manuals and communicated through a defined and approved Memo of Distribution of Work, Bhubaneswar GPO is functioning in clear deviation to it. The old and outdated MDW of Bhubaneswar GPO has not at all been revised even afterintroduction of premium products, other new products and service and technology driven initiatives of the Department and as  has been brought to the notice of this union  some staff members   working in Bhubaneswar GPO are intentionally being given with additional workload frequently at the sweet will of the administration. Without referring the MDW, an order is seen to be released on a piece of paper most of the times and the staff members are compelled to sign on it  with threatening of disciplinary action. In case of any objection or reluctance due to excess workload of the original branch, the members are even not behaved properly which is highly regretted. The workload distribution in different branches of Bhubaneswar GPO are quite uneven. It is observed that while some staff members are enjoying in Bhubaneswar GPO, some are left to suffer.

Realizing the difficulties of our members, we have brought an item for discussion in the monthly union meeting since February, 2011 ( Item No. 4 - 02/11) with the SSPOs, Bhubaneswar Division for revision of MDW of Bhubaneswar GPO. Since then, the item is being discussed with the administration and every month we are being given with a coded reply “Report from the Sr. Postmaster, Bhubaneswar GPO is still awaited. He will be reminded.”

Thus, the silence over a period of more than 16 months of the Sr. Postmaster, Bhubaneswar GPO in submitting the draft MDW to the SSPOs, Bhubaneswar GPO for approval proves that Bhubaneswar GPO administration has neither any regard for the instructions of the SSPOs nor for the union as well which has resulted in putting a handful of sincere, hardworking and obedient staff members into inexpressible difficulties.

Strongly protesting such delayed action of the Sr. Postmaster, Bhubaneswar GPO, we request your intervention in appraising the Circle administration so that suitable direction can be issued to the Sr. Postmaster, Bhubaneswar GPO to rise to the occasion in redressing the staff inconveniences by submitting the draft revised MDW to SSPOs, Bhubaneswar Division at the earliest.

The nature of action taken may please be intimated to this union.
