Violation of instructions contained in Rule 2 ( 5 ) & ( 6 ) of P O S B Manual Vol. I and disobedience to the instructions of SSPOs, Bhubaneswar Division by the Senior Postmaster, Bhubaneswar GPO.

Sub:-    Violation of instructions contained in Rule 2 ( 5 ) &  ( 6 ) of P O S B Manual Vol. I and disobedience to the instructions of SSPOs, Bhubaneswar Division by the Senior Postmaster, Bhubaneswar GPO.

This has a reference to instructions contained in Rule 2 ( 5 )  & ( 6 ) of P O S B Manual Vol. I (corrected up to 31.12.2006) reproduced here  as follows:

DUTIES AND RESPONSIBILITIES OF THE POSTMASTER AND TENURE

Rule 2. (5):

(i)   The Counter Assistant shall be rotated after every three years with the other P.A. in S.Os, having three hands or more this provision may be extended up to four years at the discretion of the Head of the Circle.

(ii)   The tenure in Single Handed and Double Handed Offices is 3 years.

(iii) The overall tenure in Head Office and bigger sub-office having full time SB counter assistant is 5 years out of which 3 years can be as ledger assistant or supervisor-continuously.

(iv) The overall tenure in Head Offices having incentive scheme is 6 years out of which 3 years may be as counter Assistant, ledger Assistant or Supervisor continuously. The incentive scheme has now been replaced by a new scheme in which S.B. Allowance is granted to the Postal Assistants. Under this scheme the maximum tenure in the S.B. branch is 5 years inclusive of the period during which the official had worked in this branch prior to the introduction of the scheme.

(v)  In Head Offices having instant counter facilities, the counter Assistant will be rotated with other officials working in S.B. branches every two years.

Rule 2 (6): Tenure of SB/SC Counter Clerks: The following tenure has been fixed for SB/SC Counter Clerks in various offices: -

Since the above instructions are grossly violated in Bhubaneswar GPO, we brought Item No. 01-05/2012 for discussion with the Divisional administration  in monthly Union meeting held on 10.05.2012 with request to  change the officials working in S B branches of Bhubaneswar GPO for more than the prescribed period as enjoined in the above ruling. Accordingly, SSPOs, Bhubaneswar Division called for a report from the Sr. Postmaster, Bhubaneswar GPO in reply to which, the latter vide his letter No. Sr. PM / Misc – 2012, dated 12.05.2012 reported that there is no such provision to change the officials working in SB branch.
          
The Union was really surprised to receive such a reply in contravention to the above ruling from a responsible officer of India Post.

Again, when the item was brought for discussion in the monthly union meeting on 12.06.2012, the above reply of the Sr. Postmaster was strongly protested by this union and accordingly the SSPOs, Bhubaneswar Division instructed the Sr. Postmaster to act as per the above ruling immediately and report compliance.

But we are sorry to inform you that no change has yet been made in S B branches of Bhubaneswar GPO so far and  the Sr. Postmaster is clearly violating the instructions contained in Rule 2 (5) &  (6) of P O S B Manual Vol. I and daringly disobeying the instructions of SSPOs, Bhubaneswar Division  which compelled us to bring this matter before the Circle Union to appraise the fact to the Circle head for further necessary action.

It is worth mentioning here that the above disobedience to the orders of the SSPOs, Bhubaneswar Division supported with clear violation of  the S B rulings in force by the Sr. Postmaster, Bhubaneswar GPO not only creates a bad working atmosphere in Bhubaneswar GPO but also expresses undue favouritism towards a particular person/group for the reasons best known to him.

Let a good working atmosphere prevail in Bhubaneswar GPO.

The nature of action taken may please be intimated to this union.
