OFFICE MEMORANDUM
Subject: Children Education Allowance/Hostel Subsidy-Clarification- 

      The undersigned is directed to refer to Department of Personnel & Training's  O.M.No.12011/03/2008-Estt.(AL) dated  2nd  September, 2008 and subsequent clarification No.12011/08/2010-Estt.(AL) dated 30t h  December, 2010 on the above subject and to say that this Department has been receiving various references seeking clarification whether fee charged by schools for teaching through audio-visual aids can be reimbursed. It is clarified that fee paid to the school for the use of any aid or appliances by the child is reimbursable. Hence, if fee is charged by the school for teaching through audio-visual tools, the same is reimbursable as "fee" mentioned in para 1(e) of the O.M. mentioned above.

Higher Education Scholarship Scheme for Girl Students


Under the Central Sector Scheme of Scholarship for College and University Students, out of 82,000 fresh scholarships available every year, 50% scholarships are given to girl students, fulfilling other requirements under the scheme. For graduates Rs. 10,000 per annum for first three years and for post graduates Rs. 20,000 per annum is admissible under the scheme. There is no fresh selection at post graduate level.

Sub: Children Education Allowance/Hostel Subsidy- clarifications thereon.
In terms of Railway Board’s letter No. E(W)/2008/ED-2/4 dated 01-10-2008 revised instructions were issued on Grant of Children Education Allowance to Railway employees based on the recommendations of Sixth Central Pay Commission. These instructions provide that Children Education Allowance shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child to cover expenses on education of children under various heads of fee as mentioned in the said letter.

Children Education Allowance/Hostel Subsidy- clarifications

Railway Board has once again clarified that the Children Education Allowance/Hostel Subsidy shall be admissible to Railway servants up to a maximum of two children at the maximum rate of Rs.12,000 (since revised to Rs.15,000/-) per annum per child and  the reimbursement of allowance is admissible for eldest two surviving children studying in schools affiliated to Board of Education.
And now the important instruction from the Railway Board that “no recovery need be made from such Railway employees where Children Education Allowance has been paid in respect of any two children other than eldest two surviving children prior to 10/06/2009.

Income Tax Deduction on your Children’s Education u/s. 80C and 80E of the Income Tax Act, 1961

The cost of educating our children is rising consistently. It’s a matter of concern for all of us. One relief is the tax benefit provided for spending on children’s education. The Income Tax Act provides a direct deduction on account of fees paid for the education of dependent children. The act also provides for deduction on account of interest on loans taken for higher education of children.

Under Section 80C on Tuition Fees Paid

This deduction in respect of school fees is covered under Section 80C of the I-T Act. A parent can claim a deduction of payment made for tuition fee to any university, college, school or any other educational institution.

Children Education Allowance


















1. Children Education Allowance (for details click here) : Department of Personnel & Training has issued clarification vide OM no 12011/07(i)/2011-Estt(AL) dated 21.02.2012 on reimbursement of Development fee/ parents contribution charged by Schools , Fee charged for catering the needs of the child with Disabilities and on minimum age condition of the child. As per this clarification, there is no minimum age for any child for claiming reimbursement of Children Educational allowance. (for details Click)


2. Children Education Allowance : Clarification (for details click here) : In another OM no 12011/07(ii)/2011-Estt(AL) dated 21.02.2012, clarification was issued on reimbursement in case of loss of original receipts issued by School/Institution and on allowing reimbursement of 50% of eligible amount in Ist quarter.
