Non-Functional Upgradation – Frequently Asked Questions


DOPT has issued a compilation of Frequently Asked Questions relating to Non-Functional Upgradation (NFU). This upgradation is applicable to Officers of Organised Group A Services in PB-3 and PB-4 and HAG Scale.

What are the recommendations of 6th CPC for grant of Non-Functional Upgradation to for Officers of Organized Group A’ Services?
The Government should, consider batch-wise parity while empanelling and /or posting at Centre between respective batches of IAS and other organized Group A services with the gap being restricted to two years. Whenever any IAS officer of a particular batch is posted in the Centre to a particular grade carrying a specific grade pay in pay bands PB-3 or PB-4. grant of higher pay scale on non-functional basis to the officers beloAnging to batches of organized Group A services that are senior by two years or more should be given by the Government.

Meeting of the Joint Committee on MACPs Anomalies

As decided in the National Anomaly Committee Meeting held on 17/07/2012, the DOPT held separate meeting with the Leaders of Staff Side at North Block, New Delhi, Room No. 190 on 27/07/2012. Shri.M.Raghavaiah, General Secretary, NFIR has participated in the meeting.

Discussions were held on following issues:-

1. Grant of MACP in the promotional hierarchy :-
The staff side insisted that option be given to individual employees in this regard to facilitate  him/her to opt for availing benefit of financial upgradation.
After discussion it was agreed to examine in depth for finding solution.

Whether Training period could be counted for allowing MACP?


Railway Board has clarified that pre-appointment training shall not be taken in to into reckoning forthe purpose of MACPS (Modified Assured Career Progression Scheme), since, the instructions issued by Deptt. of Personnel & Training (DoP&T), the nodal department of Government on the subject of MACPS did not allow for counting of training period for granting financial upgradation under MACPS.

AIRF: MACP anomalies to be settled in the next meeting of National Anomaly Committee


All India Railwaymen Federation General Secretary and one of the member of National Anomaly Committee Shri.Shiv Gopal Mishra has written a letter to the Secretary of DOPT pertaining to the issues pending before the National Anomaly Committee. He expressed in that letter that the long and large number of pending issues has created frustration among all the Central Government employees, particularly Railwaymen. He further stated, need immediate settlement of the long pending anomalies in the next meeting.

1. What is Modified Assured Career Progression Scheme (MACPS) ?

The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10,20,30 years of regular service, counted from the direct entry grade. The MACPS envisages merely placement in the immediate next higher grade pay as given in Section I, Part-A of the first schedule of the CCS (Revised Pay) Rules 2008, in case no promotion has been earned by the employee during this period.

This scheme for career upgradations to Central Govt. employees was introduced with effect from 1-09-2008 with introduction of revised pay rules 2008.
